What Is Title I?
Title I is a Federally Funded Program. The amount of funds a school receives is based upon the number of free and reduced lunch students in that school.
The Title I program at Big Elm is school-wide, which means all grade levels receive services from a Title I staff member. The staff of Big Elm Elementary consists of Highly Qualified Educators with an average degree of a Masters +15 hours and an average experience level of 15 years. The goal of Title I is to provide a high-quality education for every child. The more that is expected from students, the more they will learn and be able to do. With a school-wide program, all students are held to the same high standards. The school-wide program aims to help all students master the content standards, challenges students to be the best they canbe, and prepares students for the complex world of today and tomorrow.
What Does Title I Offer For My Child?
1. A highly qualified educator working with the classroom teacher and their students in reading and math.
2. A variety of Parent Workshops, seminars and trainings. Such as: grade level sessions (to explain curriculum,
teaching strategies, and individual assessments), computer classes for parents, Science Fair/Social Studies Fair
Workshops, etc.
3. An evening of Story Telling in the fall, Bingo for Books in the winter, and a Craft Night in the spring
4. Sponsors the Summer Reading program and the reward trip, the Keep in Touch Program (mileage and snacks),
and the Bridging the Summer Gap packets.
5. Provides intensive Staff Development to ensure teachers are using current research-based strategies.
How is a School-wide Title I Program Developed?
1. A Needs assessment - School staff and parents determine what’s needed for the students to meet educational standards. The assessment is based on grades, results from the WESTEST, samples of student work, and surveys.
2. Planning - School staff and parents plan how to best meet the needs shown in the assessment. To do this, they look at educational research and ways to build on the school’s strengths.
3. Teacher training - Teachers and classroom aids can better serve students if they receive training in identifying and helping students with learning difficulties, learning new teaching methods, and aligning their curriculum with the Content Standards of the state of WV.
4. Yearly Reviews - School staff and parents determine whether the program is on track. The Title I Committee uses assessment scores, student grades, school attendance records, parent surveys, teacher surveys and portfolios of student work to measure the progress of a school. If not, changes are made to the program.

Schoolwide Title I programs offer more:
- Services to help students in the classroom.
- Recourses such as Guided reading books.
- Variety in learning - problem solving, group activities and skills workshops.
- Four of Big Elm's staff members are hired through Title I funds and these teachers are currently working with each grade level.
